What a pain in the ass. Microsoft decides that DBF is a dead format, so you can't output DBF in Excel 2007. I guess they don't get out much.
When you need to output DBF from Excel 2007, you can use ArcCatalog. Save the data in a permissible format, say a compatible XLS or a delimited file, and then open it in ArcCatalog and save it as a DBF.
